Okay, I used the Omni-Tool in the demo and it was totally swell... so either the demo had no requirements for using it or I wasn't even aware I fulfilled any requirements.

I didn't get the impression at all that the Omni-Tool required any skills to use it. I assume that the associated skill is lockpicking, because my hacking/mechanical skills are quite high.

I would appreciate it if the info in the Omni-Tool description was changed so that it states that it's actually a skill-associated tool. Thanks.

I always just used the Omni-Tool to open vents, for super secret stealth travel.

I simply think of it as a screw-driver.

Its on the lockpicks skill description, but i agree that it would be better if it was on the Omni-Tool's description as well.

Why should the Omni-Tool?

Fishing uses dexterity, flare uses throwing skill and repair kits are necessary for any type of character so they must be available to all (though I might add bonus for those that have the corresponding skills as well).

Omni-tool uses lockpicking because, like regular lockpicking, it's meant to be used to open alternative passages for character that invest into certain skill. I'll probably add a note about the requirement in the description as suggested, though.
