Power to Tithonus Lab in DC?

It doesnt show up as an alternative in the list of places to power up even if i have turned off power for everything else.

Is there something i need to do first?

Tithonus lab doesn't need to be powered up separately. If you power up the Hollow Earth Research complex, you should be able to get in without any problems.
