Has anyone else seen where this item is located i haven't been to DC yet, but i've searched everywhere. Or is there a blueprint for this?

I would have to load my game to see but it's in a building somewhere east of Rail Crossing if I'm correct . I found it while trying to do Dude's mission . It's a room with some dogs and bandits, you also need to TNT some rocks blocking the path .

Once i pickpocketed it from a Tchortist in Core City.
