A question about foundry

Is it an optional area or do I get a quest, that leads me to there. And which level should I have for it?

The only quest I'm aware of the leads to Foundry is given by Jack Quicksilver in the Core City.

Go there as soon as you can take on at least 3 IronHead thugs at once and also have tons of money since the reward after the final quest in Foundry is awesome. If not, there is no point going to Foundry since you stand to gain nothing.
