I broke into the Evelyn vault, presented evidence about her crimes to chief Banner, told him about the vault and saw his men inside afterwards. In turn Evelyn was jailed (saw her alive there while doing a quest for Everard). Quest is also marked as completed in the journal.
Despite that, I'm still getting the slide about young men disappearences.
