If you attack in dialogue Todor durig meeting in well,meeting room, camera goes red, ad all guards run in the room and constantly bump into PC, cause camera send them toward PC, thus you even can't leave the room.

So, char's health is below 70%, vest has enough energy for heal but that doesn't happen.
