Bugs / Bug or not?

I can Persuade Old Jonas to tell me about Blaine, and Gorsky to give me access card to GMS basement filled with burrowers with 0 Pesruasion (even don't need to talk to Quinton at SGS).

Not a bug but could be improved - Katherine still has her line "About Blaine guy" when I already found him, Sully in GMS talking about raider gang - and when I killed those that left near GMS ruins, I still can't tell him that raiders are gone, and it is safe here - would be nice to see a little more reativity.

yep, I'd rather play wacky build on normal than power gaming through hard.
I'm fine with it, I mean you can't truly judge build on Normal.

Yeah, your char looks a little underleveled and undergeared, and more combat drugs are appreciated too.
Also I drew a build - pure theorycraft thoug - of stealthy sladgehammerer, who probably can smash final boss in two without problem.

While I see Bruno's request, heavy tin cans were never my cup of tea.

So, I made stealth one-shotter with hammer. Balor's hammer.

There are few variation - not sure how to use last feat.
Is it Opportunist, or Deflection (which should give +100 dodge), or Evasive Maneuvers, or Pummel (how useful it is at all, tell me who played hammerers?)
I concidered Bone Breaker and Super Slam as a waste and overkill.

Also I took both Sprint and Hit and Run, ans it can be overkill too, so possibly we can throw out one of them.

Yeah, if it would be easy I would change my current crossbower by removing Trap skills and Quick Tinkering entirely, because it feels now as absolutely casual, and pop\mainsteam build lol, because it allow to faceroll everything.
Thus it free 40 skillpoints, and more important 1 feat, which is constant hunger for crossbower.

So, I made it to Core City Residentials on level with Oligarchs, there is a motel\hotel of sort.
I opened one door with key - I think it was Bogdan's key from JKK mission.
There are many doors, I can lockpick them all, but the point is - are there another quest doors which I can open like this?
I mean it is more enjoyable to open them like that, then to get ahead of myself.
I checked pokets of people there - found keys from rooms 3, 4, 5.
That was just an example.

In general - can I break something like that (I think not), or just get ahead of myself in quests, an how many places\opportunities like that in game?

Well, if you build you character specifically toward energy weapon plasma and laser will be more effective, but there is a problem with Steadfast Aim - it require too much Str in my taste, if 5 it will be better, but 5 is only 1 point above minimal, so doesn't look so steadfast I think.

You can get 5 attacks with Blitz.

Zephyr is best for crits - it has base 125% crit.
Its better then Moonson because Moonson trades 40% crit multiplier for +5% crit - that's not worth it for me, you can craft Zephyr with Digital Scope and have high crit multiplier and just a little less crit chance.

As for the scope - I have found that scope that add +10% precision and +3% crit is the best for Cyclon, because even with 10 Perception I don't have enough precision.

Passive and active modes?
Shilds that acts as player - I mean had active abilities with cooldown?
Like you can activate mode for 3-6 turns then wait for recharge or something?
